When paypal say that the transaction was not authorised, what do they mean?

Maybe the clue is the Z in the apparent trading name ?
I had a similar experience last year with an online firm called T##shopz UK.They appeared to offer a well priced tablet which failed to appear for a period of 3 weeks despite an initial positive acknowledgement of order.I then received a series of 'holding' updates which blamed covid etc. but having then discovered a string of appalling reviews I was relieved in the end to get a refund after sending recorded letters to their apparent trading address and registered office.
Since they appeared to make offers on spot items I did wonder if they simply had an erratic supply chain that depended on e.g. returned goods or travellers but whatever the cause my order failed and I paid the full price elsewhere.Ironically the tablet is now widely available at that same reduced price from major retailers.
So now for a direct web sales outfit I check the premises using Street View for a positive trading presence and Google for any reviews.

Point taken. I'm pleased to say that once I got PayPal on the phone they refunded my money and promised to investigate the seller.

No, they said the transaction was "not UNauthorised" therefore declined my dispute, initially anyway.

OK sorry, misread that. In that case when the goods don't arrive you can try a 'goods not received' dispute.
