Is a 27' sailing boat now too small and will not sell?

You put a sensible reserve in it. The low price gets folks to look at it in the first place. Putting too high a starting price puts people off much more than the note on the page of reserve not yet met.

I think this may have been true in the past but people are a lot more savvy on Ebay etc. these days. I, certainly, would not be fooled by a 99p starting price on a decent yacht. You know full well that the reserve is going to be a good few thousand quid
 
There must be a market, over 90% of the boats in our club are 27' or less and incidentally - bilge keelers, although my wee 19'Caprice is about the smallest.
 
Maybe it's a side-effect of having moorings go more expensive. It makes sense to spend more in the boat and the market has shifted towards bigger and newer boats than that. I'd try to maximise my berthing investment I guess.

That's like spending an extra £17.50 just to get free delivery from Amazon, where all you needed to buy was a widget for £2.50!

My boat is 27ft long. My mooring can take up to 32ft for no extra charge. My boat meets my needs.

It's more like you bought a £1M parking space in Kensington and then you park an electric bicycle there. However there are still areas where sailing is affordable.

Yes, like my mid-Hamble pile mooring with pontoon (max length 32ft) all for a shocking £700pa including harbour dues and the Crown's portion.

Although it did take a few years to climb up the council waiting-list, my old mid-Hamble trot-mooring privately contracted (max 30ft) still only cost £1,400 all told.

There's virtue in smaller yachts.
 
Our half tide club moorings in a nice sheltered bit of Chichester Harbour with secure tender storage, good clubhouse, car parking, 2 nice old pubs and a nature reserve nearby, max boat size 32' costs a horrendous £400 inc craning and winter storage.

Still I can console myself as being the Daily Mail's idea of a ' squillionare luxury yacht owner '.
