Should we have a new signal for the International Regulation for the Prevention of Pollution at Sea?

In effect a flag, sound and light signal that says; You are engaged in an activity that is considered to be.......polluting the sea and surrounding atmosphere?

It would have to be a longish but distinctive sound signal so that when there are enough people getting hacked of by the fumes in the marina we all hoot this signal on our horns and put our flags up.

In a marina?
You walk along to the noisy smoky boat grasp the owner by the shirt front , lift him untill his toes are only just touching the deck and whisper into his ear, "Would you mind not doing that? Thank you very much." Then put him down.
That should do it,,,,,,,,

And the sound signal can be a long, low pitched rasp from a specially designed ships horn. Prompting many posts that you can achieve the same noise at much lower cost with a whoopee cushion, what a rip off chandlers, marinas etc are...
