Interesting stuff, you have to admire the committment of Mr Sailsbury in pursuing this, however I'm glad I don't work for the EA this would test my patience.
He does seem to be barking up the wrong tree a bit, clearly there was never a poilcy of continous dredging just a requirement to maintain a navigational depth, this has merely gone from being preventative action to reactive action for reasons of cost. Perhaps answering freedom of information act questions costs more than dredging these days.
Also knowing the floodplain around Osney and Godstow you'd have to dredge the river to a considerable depth to increase capacity enough to prevent flooding, which can stretch for miles around there.

That's how a floodplain works ofx, although find me a housing developer who understands what our mediaeval forebears knew:-)
 
The developer is there to do what we all do make a crust,it is the town planners who decide how much water they want the estate to be under in 20 years time.
Mind you parking the boat in your front garden............
