Having said that, Trainees were essentially recognised as not being Competent.

During my time as a lecturer preparing MN and Fishing deck officer candidates the assessment criteria for areas like navigation and stability calculations were periodically changed by the MCA for STCW regulations. Initially we had to consider things like "error in principle" or "numerical error" with different weightings to give a pass or fail. By the time I retired it had all been simplified to either "Competent" or "Not Yet Competent".

Going back to the OP, if there was no insurance claim then the crew were probably "Competent".
