Icom issues

Do what I didn't do; clean the battery and charger terminals and make sure the handheld is pushed FIRMLY in to the charger - before buying a new battery!
 
Even if the charger or batteries are dud the unit itself may well be ok.
So consider buying the battery holder so it takes standard AA batteries.
The downside is that it no longer floats with standard batteries.
 
Just a note. The original M31 had Nicad batteries and was rigged to discharge them even when switched off (to prevent the capacity reducing through memory effects). When you fit the LiIon replacement, to prevent discharge you need to pop the battery open. This, of course, renders it vulnerable and non-waterproof, so it's worth having a suitable cakebox for keeping it on board overnight. Also it doesn't float - unlike the later M35 model.

I have an M31 with LiIon bettery and it's been great.

Yes, second all that.
If the Li-ion battery is in it goes flat in about 3 weeks. Disconnected it loses very little indeed.
