as a small town politician my lawyer advised me to always make sure that any thing that i said that could be construed the wrong way be prefaced with IMO or ask a question, so i suspect yes

I can't see that being a politician takes up much time. Like most of them, he probably gets paid lots of tax payers money for doing nowt. Quite entrepreneural that, isn't it?
