Hi, 2 of the screws have worked completely loose on my anchor chain pipe. What's the process for renewing their bedding in the deck?

Unscrew it, prise it off the deck and find out why the screws are not holding. Not clear whether they are self tappers or machine screws through the deck with nuts so how you fix them will depend on what you find.
Usually they are machine screws relying on the GRP or Wood to provide the key thread.
There are various ways to fix loose ones ... my usual way to repair such screws into GRP - drill out and then press in threaded tubes that expand as the screw goes in ...
or
get the threaded inserts that external thread is used to screw into an enlarged hole and set with epoxy ... the internal thread matches your original screw.
If it's a cored deck, it may be that water's got in and softened (rotted) the core. If so, that'll need to be sorted first. A common way is to put an Allen key in a drill and use it to gouge the soft stuff out, then fill with thickened epoxy. Once that's done, or found not to be necessary, I'd fill the holes with epoxy, redrill and refit the screws.
