Hot tub Hoover for tank cleaning?

No need to overcomplicate it. Use a Pela to remove the sludge and polish the fuel is the best you can do short of removing the tank and having it steam cleaned.
 
A pressure pump, normally used to extract oil from the sump, but equally good for your job or cleaning oily bilge water. Very common bit of kit available from any chandlers.
 
What's a pela tranona?

The Pela vacuum pump is intended for sucking oil out of engines through the dipstick hole, a job which it does very well. But it's also got lots of other uses on a boat - sucking out gearbox oil, getting water out of difficult bits of bilge, sucking muck out of the bottom of fuel tanks, etc. The most popular model is the Pela 6000, which you can get online for around £36. Money well spent!
 
One thing to beware of if trying to pull muck through a Pela sucker is that the narrow metal-wound dipstick tube is fairly easily blocked by solid matter. If I was going to try hoovering a diesel tank with one, I'd probably swap that part for a length of slightly wider copper tube.

Yes, mine blocked in no time!
I went for a springy plastic tube, with a 1/4 turn valve.
It means you can pump up a vacuum, then aim the hose.
Pumping the Pela was awkward where the tank was.
