Since I had new piston rings my engine is revving far higher than it used to. I'd like to lower them. Any suggestions?

your engine revs should be limited by the governor to something around 3600 - it will say what in your manual. If it will exceed that then there is something wrong - and it could lead to a big bang too.

There is nothing about a ring job that would cause revs to increase except for the situation where your previous power output was insufficient to achieve max revs and the engine will now do so.
 
I have a 2002 and on startup it emits blue smoke, this stops as soon as I rev it a little, sorry I'm not offering help on your problem, but did yours do this before you decided you needed new piston rings? as I don't know what else could be the cause.

The cold start on the 2000 series shoves extra fuel into the cylinders. As a result, dirty grey smoke is inevitable until the excess has cleared. Even then, a little blus smoke from a cold engine is nothing unusual. Worn rings would show up as poor starting and high oil consumption with constant blue smoke, worse at high power.

Are you referring to full throttle or idle speed?

If the former, peak revs on a 2002 is 3200. Without a rev counter, it's quite hard to judge the revs. When I got a 2003 to replace an engine that peaked at 2200, it sounded as though it was screaming its nuts off. Is it possible that you were well down on peak revs before, and now you've got the compression, it's getting the revs it should?

If the latter, Make sure the throttle cable isn't too tight. Make sure the lever comes all the way back to the throttle stop when the throttle's closed. If this doesn't sort it out, you can adjust the throttle stop screw, but it shouldn't normally need to be touched.
 
Thanks for that, starting is no problem when I use the cold start procedure, it's only after I have left it idling for a few minutes, and then open it up it smokes for a few seconds
