Help with suzuki df 2.5hp

I had it side down the whole time, I am sure it was the correct side down. Although for part of that it was stored in my boat and the boat might have been pitching quite a bit - i did read about someone getting hydro lock from driving with his outboard side down in his car - maybe the pitching has meant oil spilled into the cylinder ?

The oil level in the reservoir window looks okay -but it is possibly a bit lower than before, hard to tell.
The amount of oil that would be needed to lock it is pretty tiny, according to the internet this engine only has a 68cc displacement and something like 10:1 compression ratio so we are talking about something like a teaspoonful being enough. I doubt you'd notice that change in oil level and it may also be why you didn't notice oil coming out - once you turned it over it might have got out the exhaust valve rather than spark plug hole. It might also not have been completely hydrolocked, even a few cc of oil might increase the compression ratio so much you'd probably not easily turn it over (putting some oil in is a trick for starting knackered old low compression engines - seals the rings as well).

Did you start it already? If it was locked with oil you should get plenty of smoke when it goes, that's the only other clue really. It would be my bet though, as I say it wouldn't take much or be that noticeable.

I did notice some oil or fuel drops on the water coming from the exhaust when rowing out to my boat (I had the engine on the transom in the tilt position)

No I haven't tried to start it yet- I was worried about damaging it
 
I had a similiar problem with a suzuki 2.5 4 stroke. I had laid it down on the correct side for about 3 months ( on the boat which probably didn't help) but there was no give on the pull cord when I tried to start it. I had to give it a fair bit of force to get any movement. After a bit of time and brute force it freed itself and I was then able to start it, never laid it down for long periods after that. I can only assume some oil had leaked back into the cylinder and caused excess compression.
