Am I right in thinking that you dont need one for inland waterways in Holland - or an ICC for that matter, if my boat is less than 15m and can't speed around like an express? Is ANY paperwork needed apart from the usual ships papers?

You need a 'vaarbewijs 1' incase of:
1- length=>15 m, not used for commercial purposes
2- lenght= 15-20 m, used for commercial purposes
3- a tugboat, not used for commercial purposes
4- a mobo (<15m), capable of making 20km/h (about 11 knots) or more

This is the 'small' proof of competence, we also have the 'big' proof which is called Vaarbewijs 2. The 'small' one excludes certain areas such as Westerschelde, Oosterschelde, IJsselmeer incl. Markermeer and IJmeer, Waddenzee, the Eems and the Dollard.

Sailing a 32ft Dufour through the whole of Holland myself, I don't have a 'vaarbewijs' or ICC and never been asked. On the otherhand, I have ANWB almanac no 2 with all the regulations of rivers and such, which is a must. A bit silly regulation for foreigner, because I haven't seen an example that wasn't written in Dutch.....

In short, for small yachts (<15m), no worries (although an ICC might be handy in case of collisions or chartering)

Additional paperwork

What I have learned from this forum (and checked) is that any ship from an EC country other than included in The Schengen pact (UK!), needs to give a crewlist on arrival at the first port in Holland.
