Short answer is yes, because that mark was not a mark of the course on that leg, so you can hit it with no penalty. Though obviously as that's a match race, and they were second, it's of little compensation!
 
Done the opposite recently, could be entitled "Have they Started". We hooked up on the anchor line of the committee boat, fortunately warp, we were parked up for a few minutes while we attempted to tow the massive ex fishing vessel along . It was a broad reach start and had the kite up and all. The anchor line was far too long and a cross current meant the committee boat which was at the Starboard end of the line had the warp well out to port.
 
Have a couple of times chased other boats who had hooked up a laid mark in their rudder or keel and bu66ered off down the course with it. Easy to do.
 
If you hit the anchor line (but not the buoy) then you haven't broken R31:

attached accidentally to a mark is not part of it.


Although if you start moving the cttee boat, then the start line's moving too so abandoning/APing may be required.

Our resident rules expert knew the rule so once we had created enough slack the the anchor warp dropped away or possibly the committee boat dropped some more, we were on our way but only after almost the entire fleet had passed us.
