Note that below Staines Bridge the river bed is owned by the Crown, managed by the EA. DE would struggle to enforce a penalty charge on any boat holding station over the bed at HRP as they have no authority.
Then there is the ancient public right of navigation across all parts of the river as enshrined in Magna Carta never mind the TCA.
Seems to me that DE have failed to do the DD on this one.
