The Greek Marinas Association have taken exactly the same line throughout all earlier iterations of this tax. They are really concerned for their member's business interests of course rather than the sailors who cruise in Greece, so it's not that surprising that they have taken this line. I do know from sources that the Greek government is under considerable pressure from the EU to implement this tax (and it's the EU's desire for Greece to raise more taxes that is the root cause of this tax). I also hear that the Greek Marinas Association are now suggesting that the tax is only payable when a boat is 'in use', and by that they mean not in a marina. This of course is designed to assist their member's businesses again and I'm personally far from convinced that the Greek government could cope with this added complexity nor whether the EU will accept the reduction in tax revenue that would result.
