It sounds like the guy needs some help with his man management skills (too try and put it nicely).

But..... You say he repeatedly asked you to slow down while he and other pupils were stowing the mainsail.If the skipper gives you a direct order it ought to have been obeyed.

Perhaps in his opinion your questioning his orders could endanger the crew. Possibly you could have stopped the engine and got the main under control then resumed on your course.instead they were steaming at perhaps 6 knots into 22 knots of wind= 28 knots trying to rip the sail out of their hands.

If the instuctor had issued clear instructions the rest of the course could have stowed the sail without him getting actively involved leaving him free to keep an eye on things from the back of the cockpit and give you quiet instructions about course and speed.

I definitely would demand my cash back and contact the RYA .If it was an isolated incident he would not have much to worry about.If he regularily loses it then he should be stopped from teaching.

I think some of these guys think that racing rules are the collision regs. Apparently they've also got a chappie full time at Port Solent filling in the holes in the boats.
