19 was introduced at a ex-officio meeting in Madame Frou Frou's after the infamous champagne bottle incident.

Well I haven't received the minutes yet.

That's because 11(e).2 dictates that minutes will not be circulated but published quarterly in the Broughty Ferry Guide and Carnoustie Gazette's births, deaths and divorces page.
