fuel system woes

If you do find that the rack is jammed on the injector pump, I wouldn't try and free it in situ. The linkages can be fragile and easily bend, which will cause even more headache in the long run trying to diagnose. If the rack doesn't move easily, remove the injector pump. I would hate for you to do more damage to parts of the engine which are not as easy to get at.

Another reason I say to take it out is because, if the rack does move freely,and the governor linkage moves freely with the unit out, it could be that corrosion on the ball on the rack, or corrosion on the linkage itself is stopping it from moving. They are finely engineered so any slight differences can have a large effect. This has actually happened to mine.

Yep... I will take a look through the inspection hatch, and if it can't be moved by fingers alone, then the pump will come off... I'm very conscious of how delicate it is...

I am also planning as a further option, to remove the unions on top, and the check valves below and take a look to see if the individual cylinders are free... nothing to lose, as I would remove them anyway if I have to take the pump off.
 
I would again be inclined to do that on a bench where you can ensure the environment surrounding is clean, as any debris that falls in could further damage the pump, making it fail at the worse possible moment.

be careful with the timing if you remove the pump
 
Timing should be ok, ( as far as I am aware, I could be wrong) as long as you replace the timming shims and don't lose them, the ones that look like gaskets, as you aren't making any changes. If you have to have the pump rebuilt, it will then need to be retimed, which is a PIA! :-S
