We always had to fly Q when we went into Riga or lapia(sp?), same as we always flew Q when going into Sweden, Ireland and into the Uk from any of these countries.

Its up to you really if you don't fly and get a pedantic official, you'll wish you had. on the other hand if you do fly it and don't need to/get a pedantic official you have nothing to loose.
