Free Pratique

"A vessel under quarantine would fly a completely different signal and would not be allowed to enter port or near by. She would probably be subject to surveillance as well.

It is a laymans common misunderstanding that the Yellow Q flag is a Quarantine flag. That is totally incorrect. "

Not in Australia !!

"Pratique is the permission, granted by the
Australian Quarantine and Inspection Service
(AQIS), for passengers and crew to disembark in
Australia from an overseas vessel, even though the
vessel remains under quarantine control.

If a request for pratique is refused and formal
clearance is required, the Master of the vessel must
fly the quarantine flag (yellow flag or quarantine
lights if at night)."

We always had to fly Q when we went into Riga or lapia(sp?), same as we always flew Q when going into Sweden, Ireland and into the Uk from any of these countries.

Its up to you really if you don't fly and get a pedantic official, you'll wish you had. on the other hand if you do fly it and don't need to/get a pedantic official you have nothing to loose.

Fixed red over a flashing white?

"Liberté d'aborder et de débarquer" according to the Dictionnaire de l'Académie française.

I.e. freedom to dock and disembark.
