I just gota tell you all about GPS Trackmaker available as a FREE download from
http://www.gpstm.com
It allows you to open up a scanned image of a chart, configure it by entering two known positions, then start plotting courses, entering waypoints etc. and will then upload them into virtually any GPS. I have to say that this is by far the best one I've tried and best of all it's FREE. It'll also print out a route list and sections of the chart with your route overlayed onto it which means that I don't have to find somewhere to put an entire chart on the flybridge when I only need a little bit of it.
Really superb bit of software and no I don't have any connection to the company who give it away, just a very pleased user.
Scanning the charts may be a bit of a problem but luckly I've got access to a drawing scanner, most companies of any size with a drawing office should have one.
