There will be some way to document your vessel (ie place it on the register of a flag state, in your case the US one) as that is required by international convention for vessels to enter foreign waters. I would suggest that you just ask the USCG what to do (that you are a US citizen and wish to flag a vessel of the size of yours for pleasure service in foreign waters) and I would be confident that they would tell you what is required or redirect you to whoever is responsible in USA.
Unless you have some reason of record not to wish to deal with or be recognised by them there is no harm that can come from asking.
