If you're considering Ostend it's worth keeping in mind that you can't moor in the Montgomery dock 15 Oct - 15 Apr.
More information http://www.rnsyc.be - it's the website of the Royal North Sea Yacht Club. The run the facilities there. (not all information is available in English). As mentioned elsewhere - the harbour master is quite a character; try not to fall foul of him.
If you're interested in "real" duty free - you may want to have a look at http://www.generalstores.be - duty free ship chandler. (website available in English). You can also contact them through the club.
