The polythene 'case' of my firdell blipper has perished and is very fragile with cracks and won't last another season. Can I sheath in in a thin layer of GRP matting and squeeze another year or so out of it.or will it interfere with its performance?

Other brands of reflector come in a GRP case, so it clearly cannot have a major impact on performance - although according to EchoMax polythene is a little better.

Provided that the geometry of the reflectors inside has not been altered then go for it and save those pennies.

If you do replace it I'd go for the EchoMax in preference to the Firdell - it's a more modern design with fewer nulls

We manufacture towers in spun grp for applications near radar antennæ as it has gives a zero return. We also understand that polyethylene (that we manufacure a lot in) is as near to air in terms of dielectric constant as you can get. Go for polyethythene.
