As you're looking for a swinging mooring I'd consider the Deben - the Orwell moorings can be exposed both to weather and passing ships which have been known to take out a row of trots near Woolverstone...
Both Felixstowe Ferry and Waldringfield yards may have moorings at reasonable prices though length is limited to around 11m in some areas.
I've sailed from the Deben for years and not found the Bar to be a major obstacle unless the weather is really rough & wind onshore. Upside is the most beautiful river on the E Coast (IMHO), good pubs, clean(ish) landing and no shipping.
