How do you know the boat owner is not also the land owner in this situation?
If they do own the land, and I am not saying this is necessarily the case, then it's not the EA's job to move them in fact I don't think the EA have a say.
Apparently these boats are registered and have Boat Safety certificates.
I guess land registry would show up who owns the land, if anyone has registered it.

So it could be an area with interesting history in this regard.
Interesting conundrum for the people on Garrick's Ait. A few of them use that bank as a land access and leave dinghies and small launches there. Probably not technically allowed but all generally okay.
IF the Trotman slum boats were to get forcibly removed (this won't happen) then it's not impossible that the islanders would lose their access as well if the process included working out who is actually in charge of the riverbank there.
If it's a simple case of local authority ownership and byelaws then over time I suppose the LA will eventually get a round tuit and sort it like Richmond did.
Don't take issue with EA on this one - the just don't have effective powers to remove them.
Methinks Thames Region EA tried to get better legislation via the TWA 2010, few folks supported that and so the item failed....
