If a relay has two sets of contacts One NC & One NO they both cannot fail open.

This is getting silly .....
All you need is that as long as the high power side that the relay is controlling fails OPEN whether because the switching side or high power side fault ... then that's good. Once its noted that the relay is not closing the high power side .... its rip out and replace with whatever ....
Suggest get back to OP's path ??
