It is the sole responsibility of the delivery skipper to decide if a boat is equiped properly and in a seaworthy state; if he/she doesn't have the self-cofidence to walk away from an unseaworthy vessel, they have no business skippering anything larger than a pedalo. As far as the original post is concerned, regulation is all very well, but it has to be paid for. Adding extra costs will destroy the delivery market by making shipping and trucking more economical for all but the largest yachts. I feel a 'Well, duh!' moment coming on....
