Barnacles, which are clsely related to crabs and shrimps, have a nervous system and can potentially sense the "pain without injury" stimulus produced by capsaicin, the active component of chilli. Even this is speculative, as we don't know that the corresponding signalling system in invertebrates is capsaicin-responsive - the sensitivity of mammals to chilli is a by-product, not the primary function of the molecule. There is no known mechanism by which capsaicin can effect micro-organisms or plants that are the main culprits in fouling.

It's antifouling, to keep the growth off my hull (and thus reduce fossil fuel use). I want it as toxic as possible. If I wanted it biofriendly I'd paint the hull with Growmore!
 
Two things, somebody mentioned shipping still using TBT, this is not true it is banned for big ships also. Although some can still be found.
Secondly, I have used chili powder in my antifoul foer the last five or six years, it makes a difference down here in the meddy, on my boat anyway and is noticable by other people.
Not saying it works everywhere, but I use 2 kg to a 20 litre drum of antifoul, I use 40 litres for 2 1/2 coats on Englander, chili powder is cheap, down here so no worries for cost considerations. It does make the antifoul thicker and more difficult to apply, so I add a litre of thinner and still put all the two drums of antifoul on.

So I guess Profumo would have had something to say or think of, concerning Ms. Keeler
 
This must be one of the most extreme examples of 'thread drift' seen on this forum. From curry flavoured anti-fouling to a 1960s[?] political sex scandal!
