Thinking about that small 2mm x 2mm rebate, and the possibility that you will want to dismantle the windlass again at some time, I would use something like this.

As it seems to be a silicone sealant, I would phone Loctite Technical department and ask in what way, if any, it is better than silicone sealant bought from a DIY shop.
I agree, a non setting water resistant product like the instant gasket should do the job, I already have some Permatex which might do
but the Loctite is reputable, not expensive and widely available. I think the difference to ordinary silicone is that it is non-setting. After assembly I may decide to bed the windlass a heavy bed of silicone when fitting in place as a back up.
My thanks for all the responses, CT1 is good stuff but clearly not ideal for this application.
