So what's the point about that road tunnel under the hill HERE when it would have been much easier and cheaper to pass around it on the north side....?

They had money to burn then, now we have left it may be a different matter.

That road tunnel is about 2 km long - enough to hide a whole division of tanks and their transporters. There are more than a dozen similar structures dotted across the landscape, close to strategic choke points and bridges over major rivers.
