To a degree perhaps, but the idea that they are happy to turn a blind eye to you paying kids to steal for you but not to turn a blind eye to flag etiquette is a bit far fetched. Especially since they had already turned a blind eye to a flag etiquette 'issue'.
Would your opinion on theft count as higher than zero?
