Depending on age type of mercruiser (volvo have stayed the same pretty much) its a fuel cooler.
Unlike on a diesel where the fuel is cooled on its return to the tank a petrol is cooled on entry. Helps to stop vapour lock on hot days or hot engine bay temperatures. Thus allowing the engine to start. Also adds a couple of gee gee`s to the hp output.
