You might also want to point out (and possibly already have) that there is a statutory right of navigation on the River Thames and that as the navigation authority for the river, the EA would, it seems be obligated to maintain the infrastructure required to enable that navigation.
Indeed I have - ad nauseum along with many others. And, in general, they have been doing just that. In fact, we are fortunate that due to spending on infrastructure in recent years the river is actually in better shape than it has been for some years past. The winter works programme is testament to that and you will be aware that the river has indeed been closed to navigation whilst refurbishment of locks, replacement of gates etc has been carried out.
If by cutbacks to their funding the EA are no longer capable of doing so, then they are unfit for purpose. In which case government needs to either re-think the EA's funding options, if give their role as navigation authority to an organisation that can raise appropriate funding.
Lack of resources made available by central government does not make the EA "unfit for purpose". It means that the EA cannot perform its purpose due to the constraints placed on it by government. The reason that the EA waterways have not already been transferred to C&RT is because government have not been prepared to provide the dowry and ongoing grants that C&RT would require to take on the responsibility. Please don't even mention privatisation ! :D
 
All, note that Boatone is fighting the cause as best he can, that there are inherent and other delays, and Margot is spot on. My EA source tells me that a plan has been hatched to provide cover until later into the evening after 1700 that has been approved. This will be in place until the fix is effected in June sometime. Two, three, relax everybody!

Thanks capnfishy. Worth noting that from 1st May duty hours extend to 1800 hrs and from 1st July 1830hrs but hopefully sorted before then. Don't know if agreed but have requested that May hours apply from this coming Friday as Bank Holiday weekend.
Lots goes on behind the scenes that can't be talked about for obvious reasons - doesn't mean we aren't on the case.

Well done Tony and others for making the effort on our behalf, sounds like the situation has now improved at Cookham, was this always planned or a response to the unrest?

Fully aware of the constraints the EA is under and I am normally prepared to defend them, but this issue wasn't well managed or didn't appear to have been.

That is going to take at least two or three parliaments to get sorted and knowing that any proposed new authority will have for certain a section of the boating community actively doing their very best to avoid paying anything at all, doubt there will be rush to DEFRAs door.

All craft floating in our Marina must have
Insurance
BSC.
A river licence.
If all three are not present .....no floating mooring,only ashore !.
So MDL and Premier you are part of the problem,man up :)

Cookham Lock opening time restrictions – May and June

When: Wednesday 2 March 2016 until further notice
Where: Cookham Lock
What’s happening: Fault with the public power system at Cookham Lock

There is a fault with the public power system at Cookham Lock. While we are working to resolve this fault the lock will have restricted opening times. Therefore, we would advise you to plan your journey in order that you arrive during lock keeper’s hours of duty.

Hours of duty for May and June are 9am to 6pm. Lunch break: 1pm to 2pm. From Friday 29 April to Sunday 8 May, Cookham Lock will also be manned from 6pm to 8:30pm. After that we shall review whether the additional manning beyond 6pm will be continued apart from on Fridays to Sundays. If there is not a lock keeper present during these hours, they may be operating one of the weirs. In this instance please telephone 0800 80 70 60. The lock keeper will be diverted to the lock to allow passage.

Between the hours of 10pm and 7am the lock will be operable on hand wind.

From 7am to 9am and 8:30pm to 10pm Cookham Lock will not be operable at all and will therefore be closed during these hours.

Work to install the new system is planned to take place from Monday 16 May to Friday 3 June (weather permitting) without the need for formal lock closure. During the work, the lock will be open according to the above schedule.
