Cleat holes

Any ideas of how to fill these 2 holes situated in the upper deck where my bow roller anchor set up will be. There was a cleat there. Was going to fill with gelcoat would it be ok? Holes used to take lock nut bolts so they are right through.
 
I would fill the bulk of the holes with fibreglass loaded epoxy filler, leaving @ 2 mm shallow at the surface. ( or grind it back next day)
when its all gone properly hard,put a skim of gel coat on the top.

if the deck is balsa cored, make the hole underneath a bit bigger than the hole in the top and pack the filler in tight.
 
Problem is the textured surface. How about getting a stainless steel plate cut to cover it?

+1 or just put in a couple of dome headed 316 SS bolts. Will look neater than un-matched filler on the textured deck

Im going to put teak on there or a stainless steel plate as suggested. Re Teak could i install cleats on top of cleat or?
