Changing a Bow roller

Has anybody changed the bow roller on a Westerly Centaur? Although Im guessing its a similar set up on many yachts.
Whilst the deck bolts came off rather too easily I am struggling with the the one brass screw right at the very front of the pointy bit that goes through the metal V rubbing strake (or docking protector as I call it) and through the stainless down plate of the bow roller into the chain locker.
It will not budge, so my question is does this simply go straight through and am I OK to drill it out and replace with a stainless steel nut and bolt or is there more going on which I cant see?

I am just at this task now. I thought the top bolts would be a problem but they were easy. I thought the 'bow protector' thing was just a thin aluminium cover and would be easy to remove. Not! The stainless bolts are welded into it, it seems. I am thinking of cutting it off in a destructive manner. Not an attractive part of the Fulmar, in my opinion. Before I do that, did you manage a solution?
