As title, how is this achieved as may be looking at a boat that is Polish flagged and would prefer to move it to SSR?

Any removal from a register is the responsibility of the seller, either the owner or his agent. If you are eligible to register on the SSR it can be done on line the moment you buy the boat (or even before you complete ). SSR is not a register of title and is only available to UK residents. It is however accepted widely as evidence of the flag state of the boat.

My last boat was on the Greek register and formal removal takes ages and I registered it on the SSR the day I paid for it. The final papers came through about 3 weeks later.

Not sure why you think that is at all relevant to the OPs question. If he is eligible for Part 3 then just done on line. If he is not (because he is not UK resident) he can register the boat on Part 1 of the UK register directly. No need to employ an agent to do this.

Just to say register a boat on the SSR 20 years ago and now is world's part
Your comment caused me to take a look ?
You’re right, it has changed over 20 years. I completed a piece of paper application form. Today, it looks like the same application is made on-line. The website says that one needs to set-up an account so what was 10 minutes 20 years ago is now probably 15 minutes. Progress, eh ?

I think you'll find that now they ask for evidence of things that 20 years ago were taken on trust. I had to provide a passport number (there were alternatives if you didn't have a passport) and a copy of the bill of sale.

Ok, but none of that is difficult, onerous or time consuming.

I put my current boat on SSR when I bought it new in 2013 and remember it being an unremarkable event.
