Chainplate advice

I am fitting new chainplates to the boat. They are stainless steel straps about 8mm x 40mm. I need a spacer between the fibreglass hull and the chainplate of 40mm. I was planning to use 40mm tufnol sheet as it would e very stable and not flex. However looking to buy some the amount i needed was about 200 quid. I am willing to pay for it but am wondering if there is something more cost effective that will do the same job. Thanks in advance.
 
I suggest you post some photos of the area and the internal supporting structure. It seems a little peculiar to me .... maybe there's a different option.

Laying up layers of glass fibre that become integral with the hull would be a better option than a tufnol spacer and would offer the bolts more support.
