CEVNI for River Seine

According to the RYA Book European waterways regulations (2004) The CEVNI is required in addition to an ICC in all inland waters with the exception of Holland. There are some exclusions for small vessels but certainly the RYA would give a definitive answer. There are online CEVNI test for £18 so its not a huge hurdle. I hope to be doing the trip next year also
 
For the Vilaine its the second lock at Redon - no need for a CEVNI between Arzal & Redon

No Sir, the whole of the Vilaine (and Rance) are not controlled by VNF, at least, they weren't when I used that route in 95 and 98.
I've just had a quick google round and can't find anything to the contrary, and there is no VNF office on either river.
From what I can see, the Vilaine might be controlled by Institution d'Aménagement de la Vilaine (IAV) but I can't say that for certain.
 
We did the Seine in our rib a few years back. The VNF office is in Rouen and we applied for our VNF licence on line. Never got asked for it at any stage from Le Havre to Paris and back. We already had ICC and did the RYA CEVNI course on line. IIRC Amfreville is the first lock and is just after Rouen.
 
The lock keepers note your boat name / SSR and check you through the lock online ;)
TBH I doubt that after our experiences. Unless they were very good with their CCTV skills, they never left their offices so couldn't have recorded the names and SSR's of the three vessels in our group.
 
When we went through a couple of seasons back, they were very keen to make a note of the boat name and SSR. At our very first lock we were asked for our vignette! (Which was printed out but left inside as we didn't have a holder)
