Can anyone tell me if Campingaz 907 cylinders are available in the Caribbean, St Lucia in particular, alternatively, what type of cylinders are commonly used there?

I have bog standard UK propane. Someone always can be found to fill them.

What if the boat is French-built, with the gas locker custom-made for campingaz cylinders, can said someone refill those?

Yes the 907s can be refilled almost anywhere in the Eastern Carib.
The French islands will only refill French bottles.
If you get to the USA it is very difficult to get non US bottles filled and the bottles need to have a current inspection sticker.
