Is it interesting that the rudder is off and the stern line goes UNDER the hull?

Did they mean to hand the boat?

I was wondering that.

My initial view was that they saw the boat starting to get hung up and the dropped the blue stern line around the whole hull. But why the hell would you do that, rather than slacken off/ extend the bow line.
