Replied. Hope it all goes well, fascinating place. Got a trip over to Gran Canaria next week. Looking forward to it!
People with experience on the ground (or water in this case) have given that knowledge freely. I would follow that and any points I needed clarifying I would contact them by PM. All you seem to want to do is have a slanging match. Why continue posting if you disagree so vehemently?
I am late to the party here, but if you are permenant resident is Spain then Spanish maritime laws apply when owning a boat. This means you are limited to either a 6m max length motor boat (or 6.5m yacht) with a max 50hp engine. No license required. If you take the "first" Spanish boat license (used to be called "Titulin" now called Licencia de Navigacion and revised to 6m max length motor boat with unlimited power so long as it doesn't exceed manufacturers specs. You are limited to 2 miles distance offshore and in any direction with your boat.
If you want the next license up called the PNB .....Patron Navigacion de Barcos
Titulación que te permite el gobierno de embarcaciones de recreo de hasta 8 metros de eslora y navegación costera a una distancia máxima de 5 millas de la costa y el gobierno de motos de agua de cualquier cilindrada.

...but is done all in Spanish. The radio course depending on the region can be anything from 2 to 8 hours long, also done in Spanish.
That only applies if you have a Spanish registered boat. If you import a british registered boat when you become resident you can keep it on the UK register and none of this applies.
