The boat is UK VAT Paid.
If he buys it in Portugal he is liable for VAT, if the current owner brings it to the UK for the sale he is not liable of VAT.

Please can you contact me on 0********** about your inward processing relief scheme? I'm a UK resident considering buying a Norwegian VAT paid boat for a circumnavigation and would like to undertake some refit work in the Hamble..
It's not a good idea to publicise your phone number on here. Rather do it via pm.

That depends on how long it’s been out of the UK and whether it comes with proof of UK VAT status.

If there was no proof then surely the OP would not have said it was UK VAT paid!! We know it wasn't in the EU on B day or it would be EU VAT paid.

My understanding is that the 3 years time limit, which could be extended anyway, has been dropped so no time limit for return. Obviously it must have been VAT paid/deemed paid or exempt, when it left UK.

The rule came into UK law from an EU directive. Because of B.... the UK no longer needs to implement it. It has yet to be removed officially, but in practice it is not longer applied. Most people considered it an unfair law.
