Yes, cut it back and polish. You might get away with just T Cut or similar, but of course you need to do the whole panel to get it to blend with the lighter part.
 
Steve, you will probably find my presentation of gel coat renovation worth seeing. It explains how to sand/compund the gel coat back to white. The cause of the problem is Westerly used a Ryland gel coat that was not UV stable. Luckily they applied a double brushed coat which means you will have 2 to 3mm of thickness and you only need to remove about 0.2mm to make it white again.

Well worth doing, though it will take time to do it well and evenly, and it will give the interior another 40yrs life.
 
Take the advice of a MAB owner and line the cabin with tongue and groove boarding or, if you can afford it, fielded walnut panelling.

Finish it with a mixture of black varnish and pipe dottle.
