When i finally decide on my choice of small cruiser, can anyone recommend an engine and hull surveyor also what can I expect to pay for it?

Can the surveyor issue a boat safety certificate for river use?
 
What area are you looking in?

Most surveyors will do the constuction side of the boats hull, bulkheads and test all systems electrical, will examine gas pipes etc.

Most will look at the engine and give an opinion as to its condition, thats about it.

To get a current bss certificate you will need to use someone who can carry out the examination and issue the certificate, mainly surveyors inland can do this, you can get a list from british waterways, and the environment agency I think, the chance of getting 1 to do it all together is remote.

To obtain a proper engine survey its best to use a marine engineer, like myself who can give a thorough inspection, compression tests etc, sea trial report.

This is usually separate to the hull survey, it also depends how old the boat is and its value as to how much is worth spending on all tests etc.

what can i expect to pay for an engine inspection?
I looked at a Regal 2465 with a Kad 32 but it looked so tight in the engine bay to be able to work on it if needed. Is this a common feature on diesels as opposed to petrol?
The dealer surprised to say said that a diesel engine like this which is to be used on a river is not good because the engine gets used at too low revs for long periods. He reckons it does not do it any good.Its a 2005 boat but no idea of hours used.
What do you think?

I would have thought the CE cert would cover the saftey certificate
 
That would be sensible wouldn't it... but no, you need a proper BSS examination (and fee!), the CE won't do. Some of the daft BSS requirements can actually put a boat in worse condition than that in which it is constructed (can't have braided fuel lines for example, must be BS stamped rubber...madness) and all RNLI lifeboats would not pass, despite being the most seaworthy vessles around.
