My Handy Duck works a treat on shackles and rings on top of buoys- the jaws have a gape of about 1" or so, therefore not suitable for any greater diameters
We offer the Mooringmate which puts a mooring hook with line attached onto a mooring ring, cleat etc. Jaw opening is a little bigger than an inch.
There are some types which also have a release line and there are types that thread a line through the mooring ring. You can make you're own by buying a mooring hook and fitting it to your existing boat hook, or a broom handle.
Prices vary from about £30 for a hook to £70 for an elaborate complete system.

The ridiculously-named Handy Duck is a great bit of kit, highly rated by Yachting Monthly. I have the all-black version, which has a 33mm jaw width. It works very easily, no messing about threading lines, just snap it on and you're fixed. Easy to release, even under load. Watch the video on their website.
I bought one a while back that was boldly advertised as UNSINKABLE. In its first test it disappeared, then returned to the surface. Great product I thought. Bending over to pick it up it sank like the titanic never to be seen again. /forums/images/graemlins/frown.gif
Add a steel loop to it and one has an amazing tool
