I think you might find that Mr. Plod doesnt have the faintest idea about what constitutes a protected species, nor the seasons for shooting game or vermin, he barely knows the simple laws he is meant to uphold, without checking the reference books, or lawyers.
 
Seagulls ( and Starlings ) or on the Home Office Open License list, meaning that anyone may kill them at any time. So start blasting the bu99gers !

Caveat : You do need to make sure you don't scare the neighbours ...

People say those large Hawk/Eagle Owl things sat on the spreader seem to work.
Casual observations would indicate that CD's strung out along the length of the boat seem to work for a while at least.
I guess this is the worst time of year as the birds eat the ripening berries. We were once moored very close to a Sloe tree which was fairly horrendous until we beat them to it by picking the berries and turning them into Sloe Gin.
As far as cleaning goes, the best stuff I ever found was some dairy cleaner which was inexpensive and very effective.
There - thread repaired and sensible answer given.

People may indeed say however I have seen all sorts of birds lined up on the spreader next to them somay be a bit limited!
