Yes, we felt it was an accident that warranted a claim. The insurers initial response was to point out the "negligence" clause in the policy, but this is something we will be pursuing further.

Even thought this problem has now been resolved, I felt the need to clarify the point of leaving the pipe in.

Nowadays many garages, especially main dealer ones use suction pumps to drain the oil rather than removing the sump plug on cars. I believe this is a health and safety thing about mechanics getting oil on their hands but as some garages still remove the sump plug I guess it is more likely just a convenience thing....

But this is not an unheard of problem. Pipes do get lost down the dipstick hole and they do get left in despite the fact the sump is relatively easy to remove on a car compared to a boat. This can cause two problems. They can break down over time because of the continuous heat that they experience in the sump and can block strainers on the oil pump. Alternatively they can get caught in the crank. This can be through hard cornering in a car or a large wave on a boat. Whilst a soft pipe like this is not going to damage the crank or the con rods, if entangled in the right place it can cause damage to the bearings or even the crank seals.

Personally I cannot imagine how they could cause seal damage as the seals are more external of most engines, but it is a problem they has been reported.

In short, I just want to back up the original posters actions that the pipe does need removal. For the cost of repair or even a new engine, it is not worth the risk of leaving it in unless your engine is very old and due for replacement and even then, you have to consider the damage that could be done to the boat if the engine failed at the right moment!!

Do what I did see my post later. I was fairly lucky as the dipstick hole was about 1 inch in dia.If you know what the size of the tube is get a thin piece of wire,bend a right angle bend at the end so that it goes down the pipe, when it gets to the bottom it should be able to pull it out.
Can you get a piece of wire to enter the bore of tube?

Remove injection pump and go through the hole past the pump camshaft to the sump., assuming the pump is not a unitary gear driven one.
 
Regretfully you will have to take the engine out. If you leave the plastic pipe in and nothing happens and eventually you want to sell the boat what would you tell any potential buyer.
Instead I would have the engine taken out, sump off, extract said offending plastic pipe, fit new Big End Shells, remove pistons and fit new piston rings. You now have a Reconditioned Engine) fitted 2012. Your boat is now worth more. (sorry I spent too long in the Motor Trade).

In my nefarious past I used to be involved in the heavy plant industry... Once was involved with striping out the engine on a Cat D8 .. Found a shifting spanner in the sump..

Though I would not recomend it as a place to store tools....

Seroiusly... Hvaving motor problems myself at present I do sympathise and hope it sorts out..

You tell the buyer it's always run well. You may have "forgotten" about the pipe by the time you sell it.

It may have already been there when he bought the boat.

In fact the OP may now have two pipes in his sump.

You may have one in your sump as we speak :D
