Best treatment for slight rust on keel?

only 3 elements cause rust. Remove any one of the 3 and you have no rust.

The elements are:
Steel - water - Air.

Pedant warning::dread:......none of which are elements.....could be a 70s funk band? (sorry, just meant to amuse?)

we have just bought a boat with a bit of rust on the twin keels. surveyor advised wire brushing back to clean metal, owatrol, primer and then antifoul. Did the wire brushing with an attachment on a drill.

This is the surface rust I was talking about....i think ill just put some jell on it then undercoat, antifoul and sail lol

Ive replaced all the anodes and I'm going to keep her in the water this winter as i missed a lot of this season...and take her out the winter after. If the anti fouling lasts till then.
