Which is the faster boat downwind?

Will the 21.7 plane?
21.7: it might, just, genuinely plane in flattish water and lots of wind on a broad reach if driven by a dinghy sailor. It won't pick up and plane as easily as a fast dinghy - too heavy. Certainly would surf well offwind in a seaway, and be easily driven past nominal "hull speed".

Neither look like true planing hulls.
Neither is outstandingly light.
The 21.7 has a fair sized asy kite option.
Either could be quite fast in a lot of breeze on a run, but you'll be carrying a rating cost for that up wind and on lighter days.
The 21 is probably 'fast for its size', but around the cans, on average, more lwl rarely hurts.
I'd wager that fleet racing 21.7s could be good fun, racing against Sonatas or whatever is just going to be a short tack to wittering about yardsticks.
